Police arrested Charles Beardsley, 29, of Rumford at 2:06 a.m. on Knox Street on charges of operating under the influence, leaving the scene of a property damage crash and failing to report a property damage crash by quickest means possible. Beardsley was not hurt and released on $800 unsecured bail and will be arraigned Sept. 3 in 11th District Court. Rumford administrative officer Matthew Desroches said Friday afternoon that Beardsley was driving a 2006 Dodge pickup truck when he struck the utility pole. Lora Penn, one of nine plaintiffs, says she was a passenger in a vehicle pulled over June 7, 2018. During the stop, she alleged, Wester placed methamphetamine and a hypodermic needle in her purse. Penn was charged with drug and paraphernalia possession and spent 12 days in jail before "her mother posted bond exhausting her meager financial resources.
